MESSAGE FROM THE GENERAL CO-CHAIRS:

It is our great pleasure to welcome you to the IEEE/IFIP Network Operations and Management Symposium, NOMS 2016, in Istanbul, Turkey.


Held in even-numbered years since 1988, NOMS 2016 will follow the 28 years tradition of NOMS as the primary IEEE Communications Society's forum for technical exchange on management of information and communication technology focusing on research, development, integration, standards, services, and user communities. NOMS 2016 focuses on the theme "Managing Everything toward a Secure, Smart, and Hyperconnected World," presenting recent, emerging approaches, and technical solutions for dealing with future network and ICT infrastructures, as well as with novel services provided in smart and hyper-connected environments (e.g., smart cities, Internet of Things).


The host city, Istanbul, has a unique geographical location: It is the only city in the world that is located on two continents, with bridges over the Bosphorus (İstanbul Boğazı) connecting Europe and Asia. As the former capital of three successive empires - Roman, Byzantine and Ottoman - Istanbul honors and preserves the fabulous legacy of its past, while looking forward to its bright future. Today's Istanbul is a vibrant metropolitan city of more than 15 million citizens with a wide spectrum of cultural, economic, and industrial activities, making it an ideal setting for NOMS 2016.


We are indeed proud of this rich and comprehensive conference that the Organizing Committee put together. In addition to strong and interesting technical sessions, applications/experience sessions, dissertation digest sessions, mini conferences, poster sessions and demo sessions, the program is augmented and complemented by six Keynote speeches, a Distinguished Experts Panel and five other panels of high caliber, four tutorials and seven workshops. A first in NOMS history, a data analytics competition organized by the IEEE Big Data Initiate will be held as part of the conference.


Organization of a conference of this size would not be possible without the dedicated efforts of many individuals. The NOMS 2016 is indebted to hundreds of volunteers who contributed to the various processes that make up the conference and it would not be possible for us to name them all in this short message. In particular, the members of the Organizing Committee, Technical Program Committee, the organizers of the excellent workshops, and numerous reviewers participated a thorough peer-review process of around 300 technical and workshop papers to select a comprehensive and high-quality technical program for the conference. In addition, we would like to thank the staff from the Communications Society in the USA, worked tirelessly to ensure the best quality experience for the delegates during the technical sessions and the social programs. Finally, we would like to thank our sponsors, exhibitors and supporters, especially Istanbul Technical University, for their contributions to the conference.

We hope that your participation in NOMS 2016 is one of the most valuable and memorable experiences of your life from both professional and personal perspectives.
